The Houston Independent School District (HISD) human capital management system (HCMS) and performance-based compensation system (PBCS) focus on teacher effectiveness and growth in student learning. Teachers and principals in participating schools are eligible for incentives based on comprehensive evaluation systems that incorporate student growth. The project provides additional incentives, training, and leadership opportunities for effective teachers of science, technology, engineering, and mathematics (STEM)-related subjects and will increase the number of high-quality STEM teachers, especially in the earlier grades. Twenty-four high-need schools within HISD participate in the grant. Fifty-five to 99 percent of students at each school qualify for free or reduced-price lunch rates. From 40 to 72 percent of the students at each school are in the lowest quintiles for math and science performance on the state standardized test, and only half or fewer met commended performance on the state test in the prior year.
