Hillsborough County Public Schools (HCPS) is the eighth largest school district in the nation, with more than 212,000 students in 260 schools. Currently, HCPS classifies 60.73 percent of all its students as economically disadvantaged (eligible for free or reduced-price meals). Hillsborough County’s Performance Outcomes with Effective Rewards 3 (POWER3) focuses on two key aspects: an educator evaluation system based significantly on student performance and a human capital management system (HCMS) that uses evaluation data for key personnel decisions. Hillsborough County’s participating schools implemented a performance-based career ladder in school year (SY) 2013–14, as well as recruitment and retention bonuses for highly effective teachers. Each of the 30 schools participating in POWER3 has at least 74 percent economically disadvantaged students.
